In the government's annual update on income, poverty and health insurance coverage, the report states that food stamps kept 4 million Americans out of poverty in 2012.
The report finds that SNAP is working as an anti-poverty program as well as a nutrition program, according to Elizabeth Lower-Basch of the Center for Law and Social Policy.
